Bicycle and Pedestrian Advisory Committee (BPAC)

Miller Bikers & Ped SignClick here for a synopsis of the Annual Report presentation from the Bicycle and Pedestrian Advisory Committee delivered to the City Council at their March 21, 2016 meeting.

City Council established the Bicycle and Pedestrian Advisory Committee (BPAC) in 1999 to produce the Bicycle and Pedestrian Transportation Plan (Plan) which was adopted in 2000. In 2003 and 2008 the City reestablished the BPAC for the purpose of updating the Plan. During the 2008 adoption of the Plan, City Council established a permanent committee to meet regularly. The BPAC is currently working on the 2016 Plan update.

The BPAC is an advisory committee to the City Council and City staff with no decision or policy making authority. Staff support is provided by the Department of Public Works and appointed by the Director of Public Works.

The Committee’s advisory function is to review and comment on  bicycle and pedestrian related projects such as the design elements of street improvements, traffic control projects and bicycle parking facilities. Other advisory duties include assisting in the development and implementation of the City’s Bicycle and Pedestrian Transportation Plan, working with staff to promote bicycling as a viable form of transportation, and assisting with pedestrian and bicycle safety education and other related activities within the community.

Meetings are held on the 2nd Wednesday of every month, with an agenda posted on the City website. Meetings are open to the public and input from the public is welcome.

The BPAC is comprised of five members: one member at large, two bicycle transportation advocates, and two pedestrian transportation advocates. Four of the members must be City of Mill Valley residents. One of the members may be a resident of the unincorporated area of Mill Valley. All members are individuals with a demonstrated interest in developing alternative modes of transportation as well as a balanced interest in community development. Committee members are appointed by City Council to serve for 3-year terms, with a 2 term maximum. The BPAC is chaired by a citizen member elected by the BPAC.
