Fire Chief Jeff Davidson

Jeff Davidson is a 38 year fire service veteran. He began as a Volunteer Firefighter in his hometown of Fairfax in 1976 and also worked as a Seasonal Firefighter for the Marin County Fire Department in 1978. He came to Mill Valley as a Cadet Firefighter in 1979. Jeff has held the ranks of Firefighter, Fire Captain, Fire Captain/Fire Prevention Officer, Fire Marshal and Battalion Chief. He was appointed Fire Chief in October of 2011. Jeff has had staff assignments as Fire Marshal, Training Officer, Safety Officer and he also oversees the City's emergency management programs.

Jeff is an active member of the Marin County Fire Chief's Association and is past president of the Marin County Fire Chief's Association Operations Chiefs, Fire Prevention Officers and Training Officers subsections. He is a past member the Marin County Urban Search and Rescue Team/Cal-OES Regional Task Force 1 and the Marin County Incident Support Team where he served as the Plans Section Chief. He is certified through the California Incident Command Certification System as a Type 2 Safety Officer, Type 3 Public Information Officer, Division Group Supervisor, Strike Team/Task Force Leader and Field Observer. Jeff is an adjunct faculty member at Santa Rosa Junior College where he teaches in the Firefighter I Academy. Chief Davidson has a Bachelors' Degree in Management from Saint Mary's College of California, an Associates Degree in Fire Science from the Marin Community College District and is a graduate of the Executive Fire Officer Program at the National Fire Academy. Jeff is accredited as a Chief Fire Officer and Fire Marshal through the Center for Public Safety Excellence and a California State Certified Chief Officer, Prevention Officer II, Fire Investigator II, Instructor I and Public Education Officer I.

Jeff is a fifth-generation Marin-ite and third-generation Firefighter. Jeff and his spouse of 25 years, Leona, live in Novato California.

Vegetation Management and Logistics

Scott Barnes is a 25 year fire service veteran. He began his career as a firefighter at the Alameda Naval Air station and came to the Mill Valley Fire Department as a Firefighter Trainee in 1991. Scott has held the ranks of Firefighter Trainee, Firefighter and Captain. He was promoted to Battalion Chief in 2010. He is an Operations Chief responsible for Logistics and Vegetation Management.

Scott is an active member of the Marin County Fire Chief's Association's Operation Chiefs Section and was president of the Operations Section in 2012. He is a current board member for FIREsafe Marin and a member of the Marin County Incident Management Team. Scott has an Associates in Arts degree in Fire Service Technology, is certified through the state of California as a Company Officer and Chief Officer and is an accredited as a Company Officer through the Center for Public Safety Excellence. He is currently completing course work to earn his bachelors' degree in Fire Service Administration.

Scott is married and has three children live in Corte Madera, California.

Training and Safety

Michael St. John is a 28 year fire service veteran. Michael started his career as a seasonal firefighter with the Marin County Fire Department in 1985 working three fire seasons before starting as a Trainee Firefighter with Mill Valley Fire Department in the fall of 1987. Michael also worked as a Resident Firefighter with Kentfield Fire Department from 1985 through 1988.

Michael is an active member of the Marin County Fire Chief's Association Operations and Training Sections. He has been a member of the Marin County Hazardous Materials Response Team since 1991 and is currently the Deputy Commander of the Team. Michael is certified through the California Incident Command Certification System as a Strike Team Leader and Type II Safety Officer Trainee. As a volunteer, Michael serves at the Unit Leader of the Marin County Sheriff’s Search and Rescue Team and is an instructor in Predator Abduction searches for the California Office of Emergency Services. Michael is an accredited Fire Officer through the Center for Professional Excellence and has an AA degree through Coastline Community College.

Michael is a Marin native and lives in Fairfax with his wife and daughter.

Fire Marshal, Emergency Medical Services 

Tom Welch has 22 years of public safety experience. The last 13 years have been with the Mill Valley Fire Department serving at various ranks to include Battalion Chief/Fire Marshal, Fire Captain and Engineer Paramedic. Tom has been an active participant on many teams and committees throughout Marin County, such as Marin County Urban Search and Rescue Team for 12 years as the Medical Manger and is currently involved as a Plans Section Chief with the North Bay Incident Management Team. He is an active member of the Marin County Fire Prevention Officers Association serving as the Secretary for 2013.

Initially, Tom started as a volunteer firefighter with the Old Shasta Fire Protection District and Shasta County Fire Department (Keswick) located outside of Redding, CA, serving 10 years at various ranks to include Fire Chief. His education includes a Master’s Degree in Fire Service Administration as well as the California State Chief Officer Certification. Tom is a current student of the Executive Fire Officer Program at the National Fire Academy in Emmitsburg, MD.
