PRESENTATIONS

1. Presentation by Jill Whitebook and Vicky Dehnert of Marin Clean Highways Regarding Litter Control and Beautification.

2. Badge Pinning for Captain Darin Allen, Firefighter/Paramedic Zac Fleckner, and Firefighter Steven Morlock and introduction of new Firefighter Trainees Manny Avila, Jon Butler, and Zack Sweeney.

3. Presentation of a Proclamation Recognizing Mayor Berman’s “Mayor for a Day” Recipient.

4. Warrants--$1,455,277.26.
Recommended Action: Approve paying expenses authorized by the adopted City Budget.

5. Consideration of the Minutes of the September 30, 2013 Special City Council Meeting.
Recommended Action: Approve the September 30, 2013 Special City Council Meeting minutes.

6. Second Reading and Adoption of an Ordinance Amending Title 7 “Health and Sanitation” of the Mill Valley Municipal Code Adding Chapter 7.40 “Single-Use Disposable Bag Prohibitions and Regulations” to Limit the Provision of the Single-Use Carryout Disposable Bags at Specified Retail Stores at the Point of Sale.
Recommended Action: Adopt Ordinance No. ___.

7. Consideration of a Resolution Approving a Memorandum of Understanding with the American Federation of State, County and Municipal Employees.
Recommended Action: Adopt Resolution No. 13-___.

8. Consideration of a Resolution of to Accept a $100,000 Grant from the Metropolitan Transportation Commission Toward the Reconstruction of the Bayfront Park Recreational Bay Access Pier Project.
Recommended Action: Adopt Resolution No. 13-___.

9. Consideration of a Budget Adjustment to Increase the Fiscal Year 2012/13 Appropriation for the city’s Fire Department Overtime Budget.
Recommended Action: Approve Budget Adjustment.

NEW BUSINESS

10. Presentation by the Police Chief and Fire Chief of the Marin Emergency Radio Authority Communications System and Plans for a Replacement System.
Recommended Action: Receive presentation, discuss and provide direction as appropriate.

PUBLIC HEARING

11. Consideration of the Introduction of an Ordinance to Amend the Mill Valley Municipal Code Regarding Code Enforcement Administration.
Recommended Action: Introduce Ordinance No. ___ and waive first reading.

12. Consideration of the Introduction of an Ordinance Amending Titles 14 and 15 of the Mill Valley Municipal Code and Adopting the 2013 California Building Codes and 2012 International Fire Code.
Recommended Action: Introduce Ordinance No. ___ and waive first reading.

COUNCIL LIAISON REPORTS: An opportunity for Councilmembers to report on activities of the local and regional governmental bodies upon which they serve.
