On Tuesday, February 26, Mill Valley sent a copy of the Draft 2009-2014 Housing Element to the State of California Department of Housing and Community Development (HCD) for its initial review. The Draft 2009-2014 Housing Element is now available for public review and can be either read or downloaded from the following location on the City’s MV 2040 web page: http://www.cityofmillvalley.org/index.aspx?page=1364. Scroll down to the heading “Draft Housing Element”. The entire Housing Element is comprised of Chapters 1 through 4 and Appendices A through E. Paper copies of the entire Housing Element are available for review at City Hall and the Mill Valley Library.
The Draft Housing Element is the result of the efforts of the MV 2040 Land Use and Mobility Working Group and the General Plan Advisory Committee (GPAC). Beginning in October 2012 and concluding with the GPAC meeting of January 15, 2013, both the Working Group and GPAC held public meetings to review the analysis and goal, policy and program recommendations, including the City’s ability to meet its Regional Housing Needs Allocation, or RHNA, for the 2009-2014 Housing Element cycle. The Housing Element is the only element of the General Plan that is subject to strict content requirements of state law and review and certification by a state agency (HCD). Mill Valley’s 2003 Housing Element was certified by HCD.
HCD has 60 days to complete its initial review. At the completion of its review, HCD will issue a comment letter that will identify what, if any, modifications to the document are necessary for the Housing Element to be certified. Public hearings on the Draft 2009-2014 Housing Element will be part of the public hearing process for the General Plan. Those hearings will start before the Planning Commission in May.
