The City of Mill Valley has drafted its General Plan Update, known as "MV2040," with the assistance and guidance from 43 community members serving on the General Plan Advisory Committee (GPAC) and three Working Groups (Land Use & Mobility, Natural Environment and Community Vitality) for a 12-month period, host over 50 public meetings.
The City is currently hosting a 45-day public review period for the Draft Environmental Impact Report, and welcomes your comments of the Draft MV2040 General Plan, 2009-2014 Housing Element and Draft Environmental Impact Report from July 10 through August 26, 2013.

Draft MV2040 General Plan: The City's General Plan serves as a long-term vision for the future of the community, as well as a basis for short- and long-term decisions that affect all aspects of our community's daily life: land use, transportation, housing, community facilities and services, the environment, and much more. The City's General Plan was last completely updated and approved by City Council in 1989. The Housing Element, which is part of the General Plan, must be updated according specific provisions of state law, and was last updated in 2003.
The planning horizon for the updated General Plan is 2040 (hence the “2040 General Plan” title), and contains the following chapters, also known as “elements”:
- Land Use Hazards and Public Safety
- Community Vitality
- General Plan Administration
- Natural Environment
- Housing (Under Separate Cover)
- Climate Action
Each element begins with a purpose statement and a summary of existing conditions, followed by goals, policies and programs for action. The content of the MV2040 General Plan is based on the community’s vision, values and input gathered during the past 12 months through the numerous public meetings of the General Plan Advisory Committee and three Working Group (Land Use & Mobility, Natural Environment and Community Vitality). A preliminary Draft MV2040 General Plan was released to the public in April. Since then, the General Plan Advisory Committee has held three public meetings to review and comment, as well as take public comment on the Draft. Those changes have been incorporated into the current Draft MV2040 General Plan, which we are referring to as the “Planning Commission Public Hearing Draft”. That document has been released for further public review and comment on July 10, 2013 in anticipation of Planning Commission public hearings later this month. 2009-2014 Housing Element: Although the Housing Element is a required element of the General Plan, it is different from all other elements because it is subject to specific provisions of state law regarding the timing of its preparation and adoption, its content, and it is the only element of the General Plan subject to a separate review and approval (called “certification”) by the State Department of Housing and Community Development (HCD). The City of Mill Valley has not adopted a Housing Element for the current 5-year cycle of 2009-2014. The MV2040 General Plan includes an updated and revised Housing Element for the 2009-2014 cycle. The Draft 2009-2014 Housing Element is a result of numerous meetings before the Land Use and Mobility Working Group and the General Plan Advisory Committee.
A preliminary draft of the Housing Element was released to the public in February of 2013. The preliminary draft received an initial review by HCD that was completed in April and then a final review by the General Plan Advisory Committee in May. A revised 2009-2014 Housing Element has been prepared that incorporates the initial comments from HCD, the public and the General Plan Advisory Committee. This document is also being released for further public review in association with the Draft MV2040 General Plan and upcoming Planning Commission public hearings. See schedule below for details.
Draft Environmental Impact Report (DEIR): The preparation of a General Plan is a “project” as defined by the California Environmental Quality Act (CEQA). As a result, the City has prepared the Draft MV2040 General Plan Environmental Impact Report (DEIR) and is now soliciting public comments. The required 45-day public comment period will run from July 10 to August 26, 2013. The Draft EIR for the MV2040 General Plan and 2009-2014 Housing Element is a “Program EIR”, which focuses on broad policies, alternatives and program-wide mitigation measures. A program EIR addresses those probable environmental effects that can be identified, but also allows the City to defer more specific environmental analysis to later, site-specific projects or program implementation.

Next Steps: At the conclusion of the 45-day review period for the DEIR (August 26, 2013), the Planning Commission, as part of the agenda for its regular meeting on that date will consider a resolution to the City Council certify the MV2040 General Plan EIR and approve the MV2040 General Plan, and the 2009-2014 Housing Element. The City Council’s public hearings on the General Plan and General Plan EIR will include all comments and recommendations from the Planning Commission public hearings for revisions to the General Plan, the Housing Element and the General Plan Final EIR. City Council public hearings will begin in September 2013. Further details and public notice on those hearings will be provided once Planning Commission hearings near completion.
