The City of Mill Valley would like to notify residents of important changes to the work hours and traffic plan of the East Blithedale Avenue Street and Sewer Rehabilitation Project. The work hours will be extended for two hours Monday through Friday – from 7:00 am to 6:00 pm. The new traffic plan will change East Blithedale within the project boundaries (East Drive to Camino Alto) from a two-way street to a one-way street, with traffic flowing outbound only during construction hours. The lane heading inbound towards downtown will be closed to all traffic during construction hours.

This change will start Tuesday July 30, 2013 and continue through August 23, 2013.

Blithedale Avenue is one of the City’s oldest roads, and has had multiple configurations of sewer, gas, and other utility lines placed under its many layers of pavement throughout its long lifespan. The soil underlying the street is also extremely soft and comprised of inconsistent types. These conditions have presented construction crews with several unforeseen challenges as they have proceeded with their work. The soft soils have caused trench cave-ins, and unmarked utility lines have resulted in work delays and closures.

City staff chose the project timeline of June 24 to August 23 specifically to correspond to the closure of Mill Valley schools and the lower traffic volumes typically seen in the late-summer months. The unforeseen events encountered during construction have caused delays in the schedule, prompting City officials to take steps to ensure that the goal of completing the project prior to the start of school is met. The changes to the work hours and traffic plan will reduce delays on East Blithedale considerably and provide the best conditions for the City’s contractor to complete the work prior to the commencement of the new school year.

  • E. Blithedale and Lomita Dr.

The City is making every effort to mitigate traffic impacts during construction on East Blithedale Avenue. City staff will make adjustments to signal timing to better accommodate the circulation change. City staff will add a detour route on Millwood, in addition to the existing detour on Sunnyside, to create alternate travel routes. We will coordinate with emergency service personnel, Golden Gate Transit and Mill Valley Refuse Service regarding these changes.

For the remainder of the project, residents are advised to park vehicles outside of the work area. Additional parking is available at the Park Elementary School parking lot through August 23, 2013. “No Parking” signs will be posted 72 hours in advance of the work. Please refer to these signs for specific location and time for the work. Driveway access will be limited while sewer trench work takes place in front of residences. A separate notification will be provided to residents 24 hours in advance to advise residents of driveway access restrictions. The work will not affect emergency vehicle access or response time. Please do not hesitate to call 911 if you require emergency assistance.

The City of Mill Valley appreciates your cooperation while we work on this important project. If you have special access needs or questions regarding the project, please contact the Resident Engineer, Severin Ott at (415) 590-0117.
