The Mill Valley Planning Commission will hold a public hearing on Monday, October 14, 2013 at 7:00 PM to consider an amendment to the City’s Residential Design Guidelines to address basements that may be part of a proposed new residence or the remodel of an existing residence. The City Council has asked the Planning Commission to consider an amendment to Guideline 10, “Minimizing Grading, Offhaul, Excavation and Erosion”. The proposed amendment is the result of a recent City Council action to amend the Zoning Ordinance to address the calculation of allowable floor area and its decision to include possible limitations on the floor area of basements as part of the City’s Residential Design Guidelines, rather than as part of the Zoning Ordinance. The proposed amendment would recommend that the new basements should be designed to minimize offhaul (the removal of soil by truck from the project site) and would propose that a basement area of 300 square feet would be preferred. The Planning Commission, in its discretionary application of the Residential Design Guidelines, would have the authority to determine whether or not a basement of more or less than 300 square feet would be appropriate for a given project site.
