Draft MV 2040 General Plan Available for Public Review:

After months of meetings and discussion, the City of Mill Valley has a new draft General Plan. The General Plan Advisory Committee (GPAC) will review the draft plan at meetings on Thursday, April 25 and Thursday, May 2 before sending it on the Planning Commission, and ultimately, the City Council for public hearings and adoption. The GPAC meetings will be in the City Council Chambers (and webcast) and will begin at 6:30 PM.

The City’s annual Community Meeting on Tuesday, May 14, 2013 at 6 PM at the Community Center will officially introduce the new MV2040 General Plan to Mill Valley.

Since the General Plan Advisory Committee finished its review of the final goal, policy and program recommendations in early February, City staff and consultants have been at work pulling developing a draft General Plan that reflects the considerable time and energy of all who have participated in this important community process. This great effort has been accomplished in a little more than 15 months, consistent with the timeline set by the City Council when the process started in January of 2012.

State law requires that a General Plan contain seven chapters – called “Elements” – that address the topics of Land Use, Circulation, Housing, Safety, Conservation, Open Space and Noise at a level of detail required by state law and in a manner that reflects local issues and needs. MV2040 contains 8 “Elements”: Land Use; Mobility; Community Vitality (including Arts and Culture); Natural Environment; Climate Action; Hazards and Public Safety; Noise and General Plan Administration. The “Appendices” contain additional supporting detail and documents, some of which are still in the works. Both the draft General Plan and draft Housing Element are subject to noticed public hearings at the Planning Commission and City Council before they can be approved. A schedule of public hearing dates at the Planning Commission and City Council is still being worked out.
