PUBLIC OPEN TIME: Time for comments from members of the public on issues not on this Planning Commission agenda. (Limited to 3 minutes per person)
APPROVAL OF AGENDA:
PUBLIC HEARING: For each of the following items, the public will be given an opportunity to speak. After a staff report, the Chair will open the public hearing and invite the applicant or applicant’s representative to make any comments. Members of the public will be invited to provide testimony to the Commission following the applicant. Speakers should state their name for the record and can address the Commission for three minutes. After all public comments have been received, the public hearing will be closed, and the Commission will discuss the item and take appropriate action(s).
DISCLOSURE OF EX PARTE COMMUNICATIONS: Prior to a project hearing Planning Commission Members must disclose any communications they have had on any quasi-judicial agenda items. This includes, but is not limited to, Design Reviews, Tentative Subdivision Maps, Parcel Maps, Variances, and Conditional Use Permits. This does not disqualify the Planning Commission Member from participating and voting on the matter but gives the public and applicant an opportunity to comment on the ex parte communication.
1. 160 Miller Ave. – Design Review and Variance – PL23-5192 (Newman)
Design Review and Variance applications to enclose a portion of an existing deck on the residence. The proposed 340 square foot sunroom addition would be located on the south elevation, off the existing living room. A Variance is required because the existing deck is located 4.5 feet within the required 10-foot yard setback. The proposed project has been determined to be exempt from further environmental review under Section 15303(a) (New Construction) of the California Environmental Quality Act (CEQA) Guidelines. A Historic Resource Evaluation of the 1908 residence was prepared in 2023 that determined that the structure is not a historic resource and therefore, the proposed minor addition is not subject to CEQA.
2. 67 Throckmorton Ave. – Conditional Use Permit, Design Review & Variance - PL23-5171 (Johnson)
Conditional Use Permit application for an Ice Cream Shop as conditionally permitted in the Downtown Commercial (C-D) zone. The proposed hours are Tues – Sun 12 pm - 9 pm. A Variance application is requested to reduce the number of required parking spaces and a Design Review Application is requested for exterior facade improvements. The proposed project has been determined to be exempt from further environmental review under Sections 15301(a) and 15303(c) of the California Environmental Quality Act (CEQA) Guidelines.
3. 60 Throckmorton Ave. – Design Review & Conditional Use Permit – PL23-5164 (Allen)
Design Review and Conditional Use Permit application to convert the former Bank of America building into a membership-based restaurant, bar and meeting and event space. The property is approximately 5,200 square feet and located in the CD (Downtown Commercial) zone district. The building would be renovated to support a restaurant and bar on the first floor, meeting spaces on the second floor, and a deck with seating on the roof. The building is a historic resource, and the proposed project will need to meet the Secretary of the Interior Standards for rehabilitation of historic structures. The proposed project has been determined to be exempt from further environmental review under Section 15331 (Class 31, Historical Resource Restoration/Rehabilitation) and Section 15332 (Class 32, In-Fill Development) of the California Environmental Quality Act (CEQA) Guidelines.
