CONSENT CALENDAR


1. Consideration of the September 20, 2021, October 4, 2021, and October 18, 2021 Regular City Council Meeting Action Minutes. 

Recommended Action: Approve the City Council meeting action minutes. 


2. Consideration of a Resolution Authorizing the Suspension of Parking Meter Fees During the Holiday Season of Friday, November 26, 2021 to Friday, December 31, 2021. 

Recommended Action: Adopt Resolution No. 21-___. 

3. Consideration Authorizing the City Manager to Execute a General Services Agreement with DC Electric Group, Inc. by Piggybacking on an Agreement with the County of Marin.

Recommended Action: Authorize the City Manager to execute the agreement.


4. Consideration of a Resolution Approving the Purchase of Labor and Equipment for Year 1 of the IT Upgrade Project and Authorizing the City Manager to Execute the Remainder of the Plan. (Continued from the November 1, 2021 Regular City Council Meeting).

Recommended Action: Adopt Resolution No. 21-___.


5. Second Reading and Adoption of Ordinances Amending Title 20 (“Zoning Code”) of the Mill Valley Municipal Code, Including: 1) an Ordinance Updating the Accessory Dwelling Unit and Junior Accessory Dwelling Unit Regulations in Section 20.90 Based on Existing Ordinance 1323U; and 2) an Ordinance Adding Section 20.91 to Incorporate New Regulations for Two-Unit Projects in Single Family Zones Based on Recent State Legislation (SB9). 

Recommended Action: Adopt Ordinance No. ___ and Ordinance No. ___. 


6. Consideration of the 2021 Winter Outlook and Storm Response Report. 

Recommended Action: Receive report. 


7. Publication of a Draft Resolution and a Memorandum of Understanding (MOU) between the Local 2167, Mill Valley Employees’ Association of the American Federation of State, County, and Municipal Employees (AFSCME) and the City of Mill Valley for Public Information.

Recommended Action: No action required; the proposed MOU is presented for public information and action will be proposed at the December 6, 2021 City Council Meeting.


8. Publication of a Draft Resolution Establishing the Salaries and Benefits for the Non-Represented Employees of Mill Valley, Including, Management, Technical, Confidential, and Part-Time Staff.

Recommended Action: No action required; the proposed Resolution is presented for public information and action will be proposed at the December 6, 2021 City Council Meeting.

Introduction and First Reading of an Ordinance Amending Titles 20 and 7 of the Mill Valley Municipal Code Adding Sections 20.68.050 (“Violations”), 20.68.060 (“Enforcement Actions”), Amending Sections 20.66.110 (“Noncompliance”), 20.62.060 (“Appeals”), 20.67.200 (“Appeals”), 20.74.100 (“Appeals”), 20.100.120 (“Planning Commission Decision on an Appeal”), 20.100.130 (“City Council Decision on Appeal”) 7.16.080 (“Exemptions”) and 7.16.090 (“Special Noise Limits and Permits”).

Recommended Action: Introduce the Ordinance and waive First Reading.
